On August 8, Hong Kong's Centre for Food Safety published a revised version of its Guidelines on Food Classification for the Pesticide Residues in Food Regulation.

Relevant MRL updates resulting from these food classification changes will display when the revised Guidelines go into effect on November 1, 2018.

Last week, the United States Department of Agriculture's Foreign Service published Food and Agricultural Import Regulations and Standards (FAIRS) Country Reports for the following countries:

Information on pesticides and other contaminants is included in Section III for Ghana, Hong Kong, and Poland, Section IV for Lithuania, and Section V for Chile and El Salvador. The Global MRL Database currently displays relevant established and proposed MRLs for these markets.

Hong Kong's first-ever national MRL standard, Pesticide Residues in Food Regulation, entered into force today.

Relevant MRLs have been entered in www.mrldatabase.com and are currently live.

As background, Hong Kong announced in late 2007 its intention to move away from a full Codex deferral toward a positive list system. A version of the standard was published in 2012 with an effective date of August 1, 2014. The grace period was instituted to give trading partners adequate time to adjust to the new pesticide residue regime.  

Now that the national regulation has taken effect, pesticide residue levels should not exceed the limits set forth in this standard.

The Hong Kong government is considering prohibiting the use of brominated vegetable oil (BVO) as a food additive, based on safety concerns.  Hong Kong has requested information regarding U.S. regulations on BVO.

Hong Kong will have its first-ever enacted Pesticide Residues in Food Regulation come into force August 1, 2014. The regulation will remain as it was published in June 2012.

Meanwhile, the proposed amendments, which include the latest changes to MRLs and extraneous maximum residue limits (EMRLs) adopted by Codex in 2012 and 2013 and proposals put forth by stakeholders since the enactment of the regulation in June 2012, are to be reviewed by a “Working Group”.
