BCI Staffers Co-Author Book on International Pesticide Regulation

This month saw the publication of a book coauthored by Bryant Christie Inc.’s Vice President for Global Access Matt Lantz and former staffer Alyse McConnell. Declining International Cooperation on Pesticide Regulation; Frittering Away Food Security is one of few books published concerning the challenges to international agricultural trade posed by differing international pesticide Maximum Residue Level (MRL) standards. 

Differing MRL standards have been an increasing problem for the last decade as more and more countries have developed their own unique pesticide regulations with standards that are not harmonized at international levels or with those of trading partners. The result is a variety of MRLs, causing food that is perfectly legal in its country of origin to be rejected upon arrival in an export market due to differing or missing standards. The cost to shippers and industry reputations can be enormous. 

The book provides background on this issue, outlines how serious the problem is, reviews how different countries address international MRL issues, and proposes options for minimizing negative effects on trade while providing for consumer safety.

EU Notifies WTO of Proposes MRLs

On September 15, the European Union notified the WTO of proposed MRLs for chlorpyrifos, chlorpyrifos-methyl, and triclopyr in or on certain products. The proposed date of adoption for these MRLs is March 2018.

Comments are due by November 13, 2017. MRLs from this proposal will display in the Global MRL Database on September 20, 2017.

Costa Rica Publishes Updated List of Adopted MRLs

On September 14, Costa Rica's State Phytosanitary Service (SFE) published an updated list of MRLs adopted by Costa Rica. The MRLs in the list are applicable to domestic and imported products and are updated periodically throughout the year.

Adopted MRLs will display in the Global MRL Database on September 19, 2017.

On September 13, the U.S. EPA established tolerances for residues of  EPTC, S-ethyl dipropylthiocarbamate in or on grass, forage and grass, hay.

Australia Publishes Gazette No. 18, Proposes and Amends MRLs

On September 5, the Australia Pesticides and Veterinary Medicines Authority (APVMA) published Gazette No. 18 – 5 September 2017. Pages 60-63 of the gazette list draft MRLs and page 68 lists amendments to MRLs for pesticides in various commodities.

Comments on the draft MRLs must be submitted to APVMA by October 3, 2017. Relevant proposed and amended MRLs will appear in the Global MRL Database on September 6, 2017.

Japan Proposes MRL Revisions

On August 28, Japan's Ministry of Health, Labor and Welfare (MHLW) announced proposed MRL changes for difenoconazole, pyraziflumid, flutianil, folpet, metaflumizone, mepiquat chloride, and abamectin. These changes were reported via the United States Department of Agriculture's Foreign Agricultural Service. 

Comments are due to the Embassy by September 1, 2017. Relevant proposed MRLs will display in the Global MRL Database over the next week.
