USDA Publishes FAIRS Country Report on Czech Republic

On April 24, the United States Department of Agriculture's Foreign Agricultural Service published a Food and Agricultural Import Regulations Standards (FAIRS) Country Report for the Czech Republic.

Information on pesticides and other contaminants is included in Section V of the report. The Global MRL Database currently displays relevant established and proposed MRLs for the Czech Republic.

GCC Proposes Updated Draft Standard

On March 20, the Saudi Food and Drug Authority notified the WTO, on behalf of member states of the Gulf Cooperation Council's (GCC) Standardization Organization (GSO), of draft technical regulation Maximum Limits of Pesticide Residues in Agricultural and Food Products. This new consolidated draft standard updates and revises the GSO draft MRL standard published in late 2015.

Comments are due by May 19, 2017. All proposed MRLs are currently displaying in the Global MRL Database

South Africa Proposes Draft MRL Regulation Amendment

On April 18, South Africa's Department of Health, Food Control Directorate notified the WTO of a draft amendment to its Regulations governing the Maximum Limits for Pesticide Residues that may be present in Foodstuffs, proposing numerous MRL changes for pesticides on various commodities. Comments are due by June 17, 2017.

Changes from this proposal will be entered in the Global MRL Database by April 21, 2017. Please note that due to South Africa’s deferral path for imported commodities, EU or Codex MRLs may display in lieu of national MRLs.

European CVMP Adopts Vet Drug MRL Opinion on Alarelin

On April 18, Europe’s Committee for Medicinal Products for Veterinary Use (CVMP) published an adopted opinion recommending the inclusion of alarelin in all food producing species.

Based on the CVMP opinion, the European Commission will adopt a legally binding Regulation establishing the MRL for the substance. Applicants may request re-examination of any CVMP opinion within 15 days of its publication.

On April 18, the Australia Pesticides and Veterinary Medicines Authority (APVMA) published Gazette No. 8 – 18 April 2017. Pages 30-32 of the gazette list draft MRLs and pages 36-37 list amendments to MRLs for pesticides on various commodities.

Comments on the draft MRLs must be submitted to APVMA by May 16, 2017. Relevant proposed and amended MRLs will appear in the Global MRL Database on April 19, 2017.

On April 13, Japan's Ministry of Health, Labour and Welfare published a proposal to amend numerous MRLs for pesticides and veterinary drugs. Comments on these proposals are due by April 27, 2017. Any proposals containing MRL decreases will likely be announced to the WTO in the coming months.

Relevant proposed MRLs will display in the Global MRL Database by April 18, 2017.

Relevant MRL changes will appear in the Global MRL Database by April 20, 2017.

  • Reg. (EU) 2017/626: amending MRLs for acetamiprid, cyantraniliprole, cypermethrin,
    cyprodinil, difenoconazole, ethephon, fluopyram, flutriafol, fluxapyroxad, imazapic, imazapyr,
    lambda-cyhalothrin, mesotrione, profenofos, propiconazole, pyrimethanil, spirotetramat,
    tebuconazole, triazophos, and trifloxystrobin in or on certain products.
  • Reg. (EU) 2017/627: amending MRLs for fenpyroximate, triadimenol and triadimefon in
    or on certain products.

These MRLs will go into effect on April 27, 2017. Relevant pending MRL changes will display in the Global MRL Database on April 11, 2017.

On April 6, the European Union published the following MRL amendments in the EU Official Journal:

  • Reg. (EU) 2017/623: amending MRLs for acequinocyl, amitraz, coumaphos, diflufenican, flumequine, metribuzin, permethrin, pyraclostrobin, and streptomycin in or on certain commodities.
  • Reg. (EU) 2017/624: amending MRLs for bifenazate, daminozide, and tolylfluanid in or on certain commodities.

These MRLs will go into effect on April 26, 2017. Relevant pending MRL changes will display in the Global MRL Database on April 7, 2017.

U.S. EPA Denies Request to Revoke Chlorpyriphos Tolerances

On April 5, the U.S. EPA published an order denying a petition requesting to revoke all tolerance residues and to cancel all registrations for chlorpyriphos. This petition was filed in September 2007 by the Pesticide Action Network North America and the Natural Resources Defense Council.

The Order is effective April 5, 2017. Objections and requests for hearings must be received by June 5, 2017. Proposed revocations will no longer display in the Global MRL Database on April 6, 2017.

Turkey Adopts Updated MRL Regulation

At the beginning of this year, Turkey's Ministry of Food, Agriculture and Livestock adopted an updated Regulation on Maximum Residue Limits of Food Codex Pesticides establishing and updating MRLs on various food and animal commodities (link in Turkish). These MRLs are currently in effect.

This updated regulation is part of Turkey's effort to harmonize with MRL values and standards maintained by the European Union. It should be noted that MRLs established in this regulation are not always aligned with MRLs currently enforced by the EU, as the EU frequently updates its MRLs.

Adopted and updated MRLs from this regulation will display in the Global MRL Database by April 1, 2017.
